Promotions and personnel: Chief Wolf presented police promotions for James T. Grimes and Ryan Gunning and introduced new hire Officer Larry Wise; council congratulated the officers. The city’s police chief reported the department is down three vacancies with lateral candidates in the pipeline. The council accepted the resignation of Maria Dowding from the Parks & Recreation board (effective Oct. 17, 2024).
Public safety equipment: The fire department reported that a brush truck ordered in October 2022 "finally received it today," and that the vehicle carries about 400 gallons of water. Fire staff also said outreach during October reached nearly 1,971 children and adults.
Economic and community updates: Clint Woodward of the Red Oak Area Chamber of Commerce reported membership growth and office use; library staff announced a Ladd & Catherine Library Foundation grant to fund AWE early‑literacy stations and a Makerspace buildout expected by year‑end.
Franchise and other items: Staff outlined a proposed franchise/license to allow Waste Management to provide multistream recycling and solid‑waste services to Compass Data Centers; staff said a public hearing must be posted before council action and no final vote occurred tonight. The council also approved a $10,000 additional expenditure for Westfall Engineering feasibility studies following executive session.
Council approved the consent agenda and several ordinances and resolutions during the meeting; the session recessed to executive session under Texas Government Code and reconvened to take action on the feasibility study.
