Poquoson planning commission advances draft comprehensive-plan language for North Victory Boulevard; staff to seek joint session with council

Poquoson — The Planning Commission on Oct. 20 reviewed draft amendments to the city’s comprehensive plan that would carry a General Commercial future‑land‑use designation through portions of the Research and Development area along the north side of Victory Boulevard and outlined the next procedural steps for council review and public hearings.

"This is to start the discussion on comprehensive plan, revision or amendment concerning the North Side of Victory Boulevard," said Thomas Canela, a member of staff presenting the draft language. Staff emphasized the edits would change only the comprehensive‑plan future‑land‑use map and text, not the underlying zoning or permitted uses.

Why it matters: Staff and commissioners said the change is intended to guide long‑term development and design standards along Victory Boulevard — including architectural and landscaping requirements — while residents at the meeting raised concerns about traffic, school capacity and the environmental constraints that have limited development for decades.
