County presentation: McCann Road, Rockhound intersection work addresses flooding, adds culverts and asphalt

"This project was the McCann Rockhound Intersection project," David Bailey told the commission, saying McCann Road is a 2.5‑mile segment that addressed a longstanding flood zone. "The overall cost for the McCann Road project itself was 416,000," Bailey said. He also described the broader intersection work, including a storm-water pond, asphalt pavement and storm drains; at one point he said the combined figure "was about 1,400,000.0," and later referenced the intersection cost as roughly $950,000 when explaining how leftover funds were reallocated to Scotch Pine Road.
Bailey described engineering choices made during reconstruction: the road had an 11‑foot drop in grade that required raising the roadway 12 inches in subgrade and base course before paving; crews installed about 35 culverts and extensive swales and placed between 4 and 6 inches of asphalt at the four‑way intersection. The work used colonias funding with a county match (the county's match is 10%), and Bailey said the project came in under budget, freeing about $300,000 that allowed the county to add Scotch Pine Road to the scope.
Commissioners asked whether farm drainage concerns north of JD Produce had been addressed; Bailey said the design and additional swale depth or culverts would be used to resolve local farmer complaints and that the county would study and perform the necessary follow-up maintenance.
The commission did not take a separate vote on the presentation; commissioners thanked staff for completing the multi‑phase colonias project and requested ongoing maintenance and monitoring of culverts and swales.
