Commission approves first reading of ambulance franchise with Miller Ambulance

The Caldwell County Board of Commissioners voted unanimously on first reading June 10 to approve a franchise agreement that would allow Miller Ambulance Service (doing business as Cape Fear Regional Transport) to operate hospital‑based patient transport services and station a branded vehicle at UNC Caldwell (Caldwell Memorial Hospital).
Jonathan Cook, who introduced the matter on behalf of county staff, said North State Medical — the prior contractor — is ending its service at the hospital at the end of the month, creating a gap for scheduled interfacility transports and on‑site hospital coverage. Cook said county staff and hospital leadership have been negotiating with Miller to provide a replacement arrangement.
Gary Miller, owner of Miller Ambulance Service, told the commission his company has experience providing exclusive on‑site ambulances under contract at other regional hospitals and said the firm operates as an S corporation: “We are an S corp, so I am for profit,” he said, adding Miller’s vehicles are ALS‑capable and can handle ventilated patients.
Commissioners opened and closed the public hearing required for the franchise and approved first reading of the ordinance allowing the agreement; staff said a second reading and final contract language will return to the board next month. County staff also presented a related EMS ordinance amendment to align insurance coverage requirements with provider recommendations; the board approved the amendment on first reading.
