The county’s finance office presented a second‑quarter financial overview to the council on Feb. 17, reporting on cash, investments, revenues, expenditures, capital projects and grants.

General fund revenues are at 52% of the revised budget and investment income is at 105% of the revised budget, driven by favorable market yields. Property tax collections are reported at 61% of the revised budget; staff noted timing differences in federal grant revenue and a Payment‑In‑Lieu‑Of‑Taxes (PILT) payment from DOE/NNSA that was received in December this year versus January last year.
On expenditures, general fund spending stands at about 29% of the revised budget; administrative services is low year‑to‑date primarily because a $45,000,000 transfer to other funds is scheduled for the second half of the fiscal year. Capital improvement projects are at roughly 17% life‑to‑date due to several projects being in early phases (notable projects: fire station 4, emergency operations center design phase, playground ADA renovations expected by May, ball fields in spring).
Grants: emergency management grants for FY26 have not yet been awarded; airport hangar and taxiway design fees have secured grant commitments, staff said.
