Lea County commissioners approve Workday HR system, airport lighting contract and series of capital and operating items

At its Dec. 11 regular meeting the Lea County Board of County Commissioners approved a package of routine appropriations, capital requests and procurement actions including a notable $1.2 million implementation contract to adopt Workday as the county’s human-capital and payroll system.
Key votes and approvals
- Eunice Senior Center: Commissioners approved Resolution 25 to appropriate $8,000 from District 5 for a dishwasher and a hot-water heater for the Eunice Senior Center. The motion passed on a roll-call vote.
- Legislative priorities: The commission approved the county’s proposed 2026 legislative priorities, which included HB 2 appropriations requests, addressing a roughly $4 million detention-reimbursement shortfall, courthouse funding, recruitment and retention funds for fire and EMS, expansion of the statewide 700 MHz radio system, RISE behavioral-health funding and proposed amendments to the Inspection of Public Records Act (IPRA).
- ICIP top-five: Commissioners approved the county’s top five ICIP projects to take to the 2026 legislative session, including a proposed County Services Complex (~$35 million; county requested $1.5 million for planning) and a courthouse remodel (approx. $60 million; county requested $2 million for planning).
- Workday HRIS: The commission voted to proceed with a cooperative agreement to implement Workday’s human-capital management and payroll modules. Staff presented an estimated implementation cost of about $1,200,000 and recurring licensing/maintenance of roughly $230,000 per year. County staff said the project would eliminate several planned new positions and estimated recurring personnel savings of about $325,000 annually once fully implemented.
- Airport runway-lighting contract: The board approved awarding a bid to Bixby Electric for replacement of runway 3/13 medium-intensity runway lights at Lea County Regional Airport. The contract price is $1,028,436.27; funding is 95% FAA, 4.5% New Mexico Department of Transportation Aviation Division and 0.5% Lea County.
- Construction change orders and other contracts: The commission approved a change order for the Lovington convenience center (added concrete pad, relocated shredder and drainage improvements), a CES agreement for 800 amps of service at the fairgrounds with Linco Electric and a change order for the Events Center renovation addressing cabling, shades and chiller-pad work.
Several items were presented as staff reports and approved with little debate; where commissioners asked questions they focused on costs, timelines and whether proposed projects would reduce long-term operational expenses.
What’s next: Staff will proceed with procurement and implementation steps described for the approved items; the Workday team indicated a January kickoff for implementation activities.
