Public comment was extensive. Volunteer firefighter Steve Barr, who said he has served in Lee County for more than 20 years, urged the commission to send the program back for revision, arguing it would create too much paperwork and provide insufficient recognition. Barr estimated the program as drafted would force firefighters to produce large volumes of time sheets, characterizing that burden with a specific example: "In a typical firefighting department in Lee County right now, our firefighters this program is gonna force them to produce 80 sheets of paper." He proposed an annual point-based system that would use data already reported to the state, reduce paperwork, and provide an annual recognition ceremony tied to payouts.
Commissioners and staff responded that forms could be made fillable and computerized and that the program could be adjusted after initial implementation; staff said budget adjustments could be made during the year if initial funding proved insufficient. The resolution passed by roll call with affirmative votes recorded for each commissioner.
The action creates a stipend program and directs staff to implement the program elements described; commissioners and volunteers agreed there is room to streamline documentation and add recognition components going forward.
