Lea County IT director outlines virtualization, Starlink backup and monitoring upgrades

Robert Francis, the Lea County information technology director, presented a multi‑part plan May 8 to modernize county IT infrastructure with server virtualization, enterprise satellite failover and centralized monitoring.
Francis said virtualization will consolidate many physical servers onto virtual machines, reduce recovery time (he projected full server farm recovery within two hours in worst‑case scenarios), and permit small virtualization systems at remote sites to bring those systems into county backups. He proposed SolarWinds monitoring to proactively detect failures and automatically fail over to backups.
To reduce single‑point failures caused by shared fiber routes, Francis proposed deploying enterprise Starlink as a tertiary backup to county Internet circuits. He said enterprise Starlink would provide roughly 150 megabits per second as a band‑aid backup, with estimated recurring costs around $5,000 per year for major buildings; he noted latency and cost tradeoffs compared with fiber.
Francis said one project — server virtualization — is tied to a state grant that requires time‑sensitive purchases, so staff intend to make purchases quickly and return to the commission for ratification. Commissioners discussed latency, capacity and costs; Francis said the enterprise Starlink dish would be about three meters for main sites and that the county could throttle or burst capacity as needed.
No formal appropriation was made at the meeting; several near‑term purchases will be presented for ratification in upcoming meetings to meet grant deadlines.
