Commission directs use of budgeted funds for Kevin Roberts Arena expansion after legislative funding appears uncertain

Commissioners debated whether to fund a $575,000 expansion of the Kevin Roberts Arena now from general-fund dollars already included in the county’s capital plan or to wait for possible legislative appropriations. Manager Bauch reported that a state representative said the sports and recreation complex funds could not be repurposed for the arena expansion under the original grant contract language.

The expansion—identified at $575,000 in the county’s ICIP—was described by several commissioners as valuable for consolidating events at the Curry County Fairgrounds, reducing the need to maintain a separate west-side arena and providing space for rodeo and community events. Opposing points focused on other pressing needs at the fairgrounds, including a failing parking lot that commissioners repeatedly said merits attention, and on the chance the legislature could provide funding in the upcoming session. Some commissioners also raised long-term maintenance and storage concerns (expensive fence/panel storage) and asked staff to consider modest additions to the project budget to store panels centrally.

After debate, a motion to proceed with the Kevin Roberts Arena expansion using funds already budgeted was moved and seconded; the motion carried by voice vote. Staff will return to the commission with ICIP prioritization and may add an asterisk to projects that have pending grant awards to clarify which projects already have outside funding.

Next steps: staff to place ICIP items back on the next agenda and to brainstorm a $500k–$600k project to occupy a top-5 ICIP slot; staff also to consider whether modest extra funding should be included for covered storage of panels and improved parking planning.
