The Committee of the Whole approved the neighborhood investment plan and authorized submission of the FY2026 annual action plan to the U.S. Department of Housing and Urban Development, allocating nearly $8,700,000 across community development block grant (CDBG), HOME, emergency solutions grant (ESG), justice assistance grants and other funding streams, including the affordable housing fund and opioid settlement dollars.
Staff said final HUD awards slightly adjusted earlier estimates (CDBG up $35,407; HOME up $42,661; ESG down $1,290) and that adjustments followed contingency provisions established during the allocation process. The plan moves forward community development projects and authorizes staff to submit required applications to HUD.
Separately, the commission approved bundled 2026 budgets for multiple local authorities — including the Grand Rapids Brownfield Development Authority, Economic Development Corporation, Land Bank Authority, SmartZone Local Development Finance Authority, multiple Corridor Improvement Authorities, the Downtown Development Authority, the Downtown Improvement District and Monroe North TIFA — after prior review in budget work sessions. Staff described growth across authorities and said individual boards had recommended the budgets.
