Community Development Committee confirms special assessment roll and approves accessibility and bridge projects

The Community Development Committee confirmed Special Assessment Roll 87 94, covering unpaid lienable charges for services from July 1, 2024 through Dec. 31, 2024, totaling $503,372.91 and authorized placing the charges on the July 1 summer tax statement after notice and an appeals process.
The committee also approved an additional $464,465 for the 300 Monroe accessibility project to extend elevator access to the plaza level and add storefront doors and ADA parking improvements. "Bringing access to the plaza level" and adding a vestibule were among the described scope changes; funding will come from the capital improvement fund and parking system fund with the county covering its share.
For the Gillette Bridge, staff recommended awarding improvements to Anolon Corporation for a low bid of $467,985 with a total project authorization not to exceed $866,000 after a contingency (about 32%) to address unforeseen issues in the 110‑year‑old structure. Work is planned to begin after July 4 events, around July 6, and finish by Labor Day.
The committee also set a public hearing for June 10, 2025 on an obsolete property rehabilitation certificate under Public Act 146 of 2000 for an ICCF nonprofit housing project at 2017 Eastern Avenue SE, a proposed activation of 17,000 square feet into 15 mixed‑income apartments with an anticipated eligible investment of $3.6 million.
