Commission approves grants, social media policy and regional readiness MOA; authorizes courthouse and fairgrounds projects

Christian Price announced the county received a 2025 Capital Development Program Fund (CDPF) award of $500,000 earmarked for pretrial services and courthouse renovations; commissioners voted to accept the grant and authorized the county manager to sign the contract when it arrives. Price also presented a separate resolution authorizing submission of a $3,000,000 CDPF application for fairgrounds parking improvements with a cash match not to exceed $1,000,000 (total project cost not to exceed $4,000,000); the commission cleared the application.
For courthouse improvements, the commission awarded a construction contract to EPX Construction Partners (EPX of New Mexico) at $320,797 plus GRT to create pretrial services office space; the project term is five months from notice to proceed with liquidated damages of $500 per day for missed timeframes.
Commissioners also approved a $19,823 plus GRT proposal to grind and polish the commercial barn concrete by Grind and Shine, using capital outlay funds.
On policy, county IT staff and County Attorney Mackey presented a draft social media policy (requested by New Mexico Counties). Mackey explained the two‑part Supreme Court test that can subject a private social media account to First Amendment constraints if used as an official forum; commissioners discussed guidance for county employees and approved the policy.
Regionally, the commission approved a memorandum of agreement among the City of Clovis, City of Portales, Curry County, and Roosevelt County to develop a Department of Defense local defense communities cooperation readiness plan; Curry County’s cash match is $7,664.59. Commissioners discussed the study’s scope (water supply, land‑use encroachment, infrastructure) and emphasized that any recommended implementation actions would fall to the entity with jurisdiction.
The commission also approved a memorandum of agreement with the New Mexico Department of Health outlining roles and responsibilities under NMSA 19‑78‑24‑4‑2 and asked the department to present to the commission about local services.
What happens next: staff will execute grant contracts, begin design and contracting for the pretrial services space, proceed with fairgrounds improvements as budgeted or grant‑funded, circulate the social media policy implementation guidance to county employees, and participate in regional readiness planning public meetings.
