Karina Faiza presented FY26 beautification grants and related programs: a Department of Transportation grant ($200,000), a New Mexico Environment Department Solid Waste Bureau RAID grant ($28,220) for recycling/illegal dumping efforts, and a Clean & Beautiful grant through the New Mexico Tourism Department ($4,450). Planned purchases include solar-powered trash compactors for the Reuben Neves courtyard and the fairgrounds, recycling containers for the county admin complex, four roll-off containers to be sited at Broadview, County Line, and Pleasant Hill fire departments (serviced by Ed's Recycling), a business-pledge program for cleaner storefronts, and continued youth litter cleanup efforts.
On capital outlay appropriations for a sports-and-recreation complex, staff reported two state appropriations remaining totaling $1,031,412.20 that must be used for planning, design, construction and equipment; reauthorization for alternative uses would require legislative action before Dec. 12. Kyla Jones proposed a lower-cost recreational canopy for the fairgrounds as one option; commissioners discussed prioritizing youth benefit and potentially reallocating funds to park improvements in outlying communities. The commission voted to table final direction and to hold a special meeting to decide reauthorization prior to the legislative deadline.
