Detention center reports staffing vacancies and expansion of RISE reentry program

Mister Alaniz presented the detention report for October 2025, reporting an average daily population of 172 detainees and 145 total detainee bookings (44 new bookings for the month). He listed staffing changes as 1 new hire, 1 promotion, and reported 17 reported detention-officer vacancies for October; he later estimated the current vacancy number nearer to 12 as recruitment improved.
Alaniz described the RISE program (Regional Intervene, Support and Engage), which he said has hired a new programs coordinator with experience in reentry services, and currently has seven active participants with two additional individuals pending induction. Program activities include group sessions using Houses of Healing, art programming, individual counseling and plans for an outside work program to provide participants supervised opportunities to build work skills.
Commissioners asked whether staffing shortages hinder operations; Alaniz said shortages "doesn't help us" but stressed efforts on recruitment and retention and noted multiple former employees have returned. The manager said retention and apprenticeship partnerships, including a planned apprenticeship with Clovis Community College, were under development to strengthen staffing and retention.
