District staff report shows new discipline matrix, pre-expulsion meetings and bullying reporting changes

District staff presented a multi-part discipline and safety update Sept. 10, explaining the district’s discipline matrix, how behavior logs were aligned in PowerSchool for cleaner K–12 data, and how pre-expulsion meetings and the bullying form operate.
"So when something makes it to the office, are students gonna be suspended, or we've contacted a parent, or any number of reasons?" a district staff member said while explaining the behavior-entry process in PowerSchool. Staff described matching office-managed incidents to the matrix so administrators can generate comparable data across schools and allow parents to see entries in their child's portal.
On pre-expulsion meetings, the district described a team-based process run at the district office involving student services, parents, students and administrators. Staff reported roughly "about 40 of those meetings" over three years and noted "less than 2 students" reoffended after plans were put in place. The pre-expulsion meetings, staff said, are intended to hold schools accountable and to create tight, proactive plans to support students while clarifying consequences if expellable offenses occur.
Board members pressed staff for how pre-expulsion cases are counted in broader reporting and whether those incidents feed into required state reports. Staff said these serious incidents would typically appear in suspension counts and that the district must report under new Wisconsin Act 12 rules on a good-faith basis while respecting legal limits tied to minors and protected information. "Report what you know," staff said, adding state law limits some details and that district reports are a good-faith effort.
On bullying, staff said the district introduced a reporting form so that when the term "bullying" is used the incident is documented; often fewer events meet the statutory bullying threshold than are documented, but non-bullying incidents still generate interventions and follow-up. Staff said the district’s ongoing approach emphasizes both intervention and teaching social-emotional skills.
The board discussed how to present and use Act 12 data going forward and heard that trend analysis will improve with continued collection and alignment in PowerSchool.
