Rutland officials review corrective action plan for contaminated downtown parcels

Officials and project consultants reviewed a corrective action plan for four downtown Rutland parcels that proposes removing most contaminated soil and installing an engineered barrier, project engineers said.
At a brief public meeting, Stu Shaw of Weston Sampson Engineers said assessments found asbestos-containing material, volatile organic compounds linked to a former dry cleaner (including PCE), benzene beneath an adjacent building, polycyclic aromatic hydrocarbons (PAHs) in fill material, and metals and PFAS in groundwater. "The bulk of it is to remove roughly 5,555 cubic yards of contaminated soil," Shaw said, adding the team believes there may be "6 or more thousand cubic yards" overall.
Why it matters: The affected parcels at 27 and 33 Wells Street, 92 Willow Street and 43 Center Street total roughly 0.89 acres in downtown Rutland. Shaw said concentrations of PCE in some soils are "at residential direct contact levels," which shaped the plan for excavation and long-term controls. Groundwater detections of lead, arsenic, antimony and PFAS will be tracked under the CAP.
How the plan would work: The corrective action plan calls for excavation of contaminated soils, placing an engineered, impervious barrier and then constructing a building whose slab and paving would serve as additional protection. Shaw described the engineered barrier as an impervious layer with about six inches of clean material over a geotextile layer that signals where contamination begins; the document also calls for land use restrictions so future excavation would require regulatory approval.
Monitoring and oversight: The plan includes reinstalling the existing monitoring well network "so that we can monitor the metals concentrations and the PFAS concentrations over time," Shaw said, to confirm compliance at the site boundary. The assessment work was described as beginning in 2007 and later funded through the EPA via the Rutland Regional Planning Commission.
Contacts and next steps: The corrective action plan lists Christy Herzer as the state site manager and directs questions about state oversight to her. No formal votes or actions were taken at the meeting; the chair opened the floor for public comment, received none, and adjourned at 5:47 p.m.
