On pathways to homeownership, staff said the council provided an initial $300,000 contribution and later added $200,000; the program has made 11 loans with an average loan size of $36,000; the 2025 budget includes a $100,000 levy and $300,000 from the affordable housing trust fund for the program.
Staff also reported that the city council adopted the final ordinance for Chasewood Villas, which staff described as roughly a $12,000,000 improvement project; staff outlined typical next steps including construction financing via a construction loan followed by bond cash‑out.
On zoning, staff said ZoneCo was hired to perform a diagnostic analysis and that a full zoning code rewrite will kick off in January with a goal of public review in October.
