RPC staff announce new senior planner, remote audit and MERP awards; financials show modest net income

At the Nov. 12 meeting the Rutland County Regional Planning Commission was briefed on staffing, the audit schedule, grant awards and the organization's financial position.
Executive Director (Unidentified Speaker 2) said Karima Edwards will begin as senior planner on Monday, Nov. 18, and will help manage a Works grant, town planning and regional public engagement; staff hope she can join the next board meeting virtually to be introduced. The Executive Director also reported that audit materials have been submitted and that a remote desktop audit is scheduled 'tomorrow' because the auditor is delayed; staff expect no findings and hope to have the audit approved by the board at the December holiday meeting.
The Executive Director listed towns that received MERP awards (Benson, Brandon, Chittenden, Fairhaven, Middletown Springs, Mount Tabor, Pollitt, Poultney Town, Poultney Village, West Haven) and said agreements for those awards must be signed and returned by Dec. 16. She noted that some high-energy-burden communities (Rutland City and West Rutland) did not receive awards; staff will reach out to awardees about contract signings.
On finances, staff circulated Sept. 30 financials showing a profit and loss reflecting roughly $155,000 net income, largely driven by an ECCD second-quarter invoice recorded in September. Accounts receivable were reported at approximately $387,000 as of Sept. 30 and roughly $117,000 as of Nov. 12. Staff will prepare a budget update for presentation and board approval in January; FY26 dues invoices will be distributed in November with some towns (Clarendon cited) expecting dues to increase (Clarendon cited an increase from $1,000 to $2,200).
Other business included discussion of continuing a generalized regional report to towns, completion of a commissioners handbook for distribution, and routine commissioner updates (including Wallingford's zoning vote and towns trialing radar speed signs). The meeting ended with a motion to adjourn at about 05:50.
