Residents press TIF commission on traffic, MoDOT documentation and transparency during Wally's hearing

Public comment during the Nov. 12 Tax Increment Financing Commission hearing on the proposed Wally’s travel center included both support and detailed concerns about traffic, process timing and documentation.

Lucy Young, a long‑time project proponent, told the commission she supported Wally’s and highlighted the developer’s reimbursement of demolition costs and payment of back taxes at closing. "I obviously have been a proponent of this project since the very first public meeting. I see nothing but public benefit out of this," she said, noting job opportunities and traffic improvements the developer proposed.

Other residents urged greater caution. William Torres, an Independence resident, said afternoon meeting times make attendance difficult for working people and asked for written documentation of MoDOT's review: "I have not seen anything in writing anywhere regarding [MoDOT] regarding them," he said, and asked that engineering drawings beyond the landscape plan be made public. Torres and another commenter urged updated traffic studies reflecting current industry standards and specific ramp‑geometry analyses for the variety of vehicles expected to use a large travel center.

Developers and city staff responded that MoDOT has been involved across multiple submittals, that outstanding comments are largely engineering details, and that a staffing change at MoDOT has caused some delays in written responses. Staff and bond counsel told commissioners they would file the amended plan and corrected exhibits, and that the statutory seven‑day notice to taxing jurisdictions would be sent during the hearing continuance.

Commissioners accepted the public comments as part of the hearing record and voted to continue the hearing to allow the developers to file amended materials and for staff to circulate them. The reconvened hearing date was set for a late‑November date in order to meet city council scheduling goals before the end of the calendar year.

The public record from the hearing shows residents’ central concerns focused on traffic safety, the availability of MoDOT engineering comments in writing, and the need for more complete engineering drawings and up‑to‑date traffic modeling before final approval. Staff said those materials or summaries of outstanding engineering comments would be provided to commissioners with the amended filing prior to the reconvened hearing.
