The Adams 12 Five Star Schools board voted to encumber up to $4,100,000 of unassigned fund balance to purchase and upgrade bidirectional amplifiers (BDAs) across the district to ensure first-responder radio communications inside school buildings.
The motion was introduced after an executive-session briefing on the technical and security details of the BDAs. The board then discussed the proposal in public, with one member calling the project "an emergency sort of, you know, because it entails student, staff, educator safety." The board moved and seconded the proposal and approved it on a recorded roll call.
The board discussed the scope and cost during the public exchange. Staff said the $4.1 million figure represented a worst-case scenario based on current knowledge of required repairs, updates and installations, and that final costs could be lower once teams complete assessments at each campus. The BDAs are intended to allow fire, police and other emergency responders to communicate by radio from outside to inside buildings where structural conditions can block signals.
The matter was raised under Colorado statute authority for executive sessions on security details; staff said more technical and procurement details were discussed during the executive session. Following the vote, the board recorded unanimous 'Aye' votes from directors present.
What’s next: staff will proceed with procurement planning and return with implementation details and contract recommendations as needed.
