The designation follows a long decline in some measures and a stark internal disparity in outcomes: presenters told the audience that in 2015 the general eighth-grade population posted roughly 4% proficiency in math while students in the accelerated algebra cohort scored about 90% on the same assessment. Administrators and parents described that contrast as evidence the same building is serving very different student populations.
"It means that I have the authority to implement research-based curriculum, adjust the length of the school day," Campbell said, describing specific powers the receivership confers on district leadership. He added the district can require embedded professional development and set new rules for instruction and staffing to try to create sustained change.
