Board hears capital projects update; CTE building ~80% complete, HVAC and transformer work ongoing

District capital‑projects staff told the board that a string of site renovations and system upgrades are moving forward and that the CTE facility remains on track to open this fall.
Assistant Ms. Roaring summarized several recently completed projects: cafeteria and permanent air conditioning additions at Heritage Middle and Valesgate, site improvements and bus‑loop upgrades, and closeout of an emergency concrete repair. She said the board declared an emergency in April 2024 after Central Hudson warned two buildings were at risk of catastrophic power loss, and transformer replacements were completed in 2024 to mitigate that risk.
Roaring said Proposition 5 Phase 1 work to install permanent air conditioning (Meadow, Temple Hill and portions of GAMS) is substantially complete; Phase 2 electrical upgrades (Bonneville, Fostertown, Gardnertown) were awarded and finished in fall 2025. For Bonneville permanent AC, contracts were awarded with construction planned for 2026.
Project staff reported the CTE building is approximately 80% complete: second‑floor walls primed and painted, casework and lab installations underway, elevator installed and awaiting testing, culinary equipment delivered and being installed, and gym systems in place. Change order activity for the CTE project includes approximately $2,000,000 of anticipated change orders under review, per the capital budget update.
Officials also described a pending NYSERDA application (track 2) for geothermal heating and cooling at Fostertown and Gardnertown with potential grants up to $5,000,000 each; the board-approved capital reserve may provide up to $3,000,000 as needed. Staff said they await formal NYSERDA notification and are preparing to execute work if awarded.
The board approved agenda resolutions authorizing long‑lead HVAC unit purchases and other procurement items to keep construction schedules on track.
Next steps: project teams will continue closeouts, complete summer installations for long‑lead items, and present ribbon‑cutting timing for projects nearing completion.
