Commission approves budget amendment, public-safety mutual aid and multiple city contracts

The Sunny Isles Beach City Commission approved a package of ordinances and resolutions including a second-reading budget amendment and multiple contract authorizations.
On second and final reading the commission adopted Ordinance 9A (amending Ordinance No. 2023-606 and approving budget amendment BA2324-01), which adjusts the city's operating and capital budgets, including allocations in the general fund, American Rescue Plan Act fund, capital projects fund and stormwater capital fund. The ordinance passed on a roll-call vote recorded as 5–0.
The commission also approved the following resolutions by voice votes:
- Resolution 10A: A combined voluntary cooperation and operational assistance mutual aid agreement between the City of Sunny Isles Beach and the Town of Medley for police mutual aid (no public speakers; approved).
- Resolution 10C: Ratification of an agreement with Southeastern Surfaces and Equipment to replace the hardwood floor in the Pelican Community Park gymnasium, purchase and install a gym divider and two electronic scoreboards; commissioners noted the existing floor had reached the end of its useful life and the project will occur over the summer (approved).
- Resolution 10D: Second amendment to the project agreement with Keith & Associates for civil engineering and landscape architectural services at Bella Vista Park related to submerged land lease and seagrass issues (approved).
- Resolution 10E: Agreement with Advanced Roofing for citywide emergency roof inspection, maintenance and repair services covering municipal facilities including government center, Gateway and Pelican Community Park (approved).
- Resolution 10F: Fourth amendment to the agreement with Craig A. Smith & Associates for engineering services on the Central Island pump station and drainage improvements; staff said bids had varied by approximately $10 million and the amendment funds additional engineering review of alternative drainage approaches intended to reduce costs (approved).
- Resolution 10G: First amendment to a parking license with 18975 Collins Condominium Association (referred to in staff remarks as 'Armani') allowing 10 additional spaces at $257.50 per space per month (approved).
Most items had no public speakers and passed by the required majority. The meeting closed with a citizens forum featuring three public speakers who addressed police performance, prior meeting conduct and school/PTSA concerns, respectively, before the body adjourned.
