Staff reported 633 scooters registered to date and noted a heightened enforcement effort during back‑to‑school activity that produced 41 notices in a single morning.
Commissioners emphasized helmet use and public education; one commissioner described parents sending photos and videos of unhelmeted children and urged better outreach. City staff highlighted recurring helmet giveaways, registration events and a February scooter rally, and the manager said the department has tried multiple communications and enforcement tactics.
Discussion included operational ideas such as linking parking or access at designated spots to registration status to encourage compliance. No ordinance changes were proposed; the commission supported continuing education and coordinated enforcement with schools and code enforcement.
