A motion to defer the item failed on a 2–3 roll call; a subsequent motion to approve passed after assurances staff would provide additional performance and reference data.
Staff said the contract term contemplates a one-year completion target for installation, subject to material and construction delays, and agreed to supply commissioners with post-installation experience from peer cities.
