Commission adopts amended rules-of‑procedure ordinance after debate over vendor presentations

The City Commission adopted amendments to Chapter 74 of the City Code, which clarify the rules of procedure for commission meetings, workshops and other gatherings, but removed a contested provision that would have prohibited vendors from presenting directly to the commission without prior staff vetting.

Staff described four primary changes made since first reading, including clarifications about the order of business and a proposed section (74‑24) to prohibit vendors from selling or making unsanctioned presentations to the commission at public meetings. Supporters of the vendor restriction argued it protects procurement fairness and prevents an unfair advantage in later bids. Opponents said section 74‑24 would unduly limit commissioners’ ability to hear new products and would reduce transparency.

Legal and procurement staff explained that public procurement rules generally require a fair competitive process and that vendor presentations at commission meetings can place vendors at a disadvantage in later procurements. After a motion to adopt the ordinance on second reading with an amendment removing section 74‑24, the commission approved the ordinance by roll call, three votes in favor and two opposed.

The amended ordinance also adds a prohibition on vendors selling wares during commission meetings and clarifies that certain procedural language applies across meeting types. City staff said any future requests by commissioners to investigate products may be handled through staff, workshops, or by directing the city manager to research options while preserving procurement rules.

The ordinance takes effect as provided in the adopting language and will be published in the city code.
