At its Feb. 20 meeting the La Joya ISD Board of Managers approved a series of consent items after returning from closed session and received a Texas Education Agency notice naming a new conservator.
Following closed session, the board approved: additions to the La Joya ISD Health Advisory Council (SHAC); CTE technology purchases to support industry-based certifications (quotation 20205828); the 2026-27 school calendar; an in-kind jacket donation from ChildFund International; and acceptance of the annual comprehensive financial report for the year ended June 30, 2025. The board also approved the delinquent tax collection re-collection report and a Lone Star Governance self-assessment, and approved proposed termination of probationary contracts. All motions were moved, seconded and carried by voice vote.
Board President read a Texas Education Agency letter notifying the board that on Feb. 18 TEA reviewed conservator and management teams and approved a recommendation: Doctor Pereira will transition out of the conservator role and Doctor Sylvia Ybarra will assume the conservator responsibilities and statutory authority under Texas Education Code 39A-003B. Board members publicly thanked Doctor Pereira for her service and wished her well.
Earlier in the meeting, the conservator's monthly report (for December) noted continued progress toward exit criteria, especially in business and finance controls and goal progress measures. Lone Star Governance presentations and a board self-evaluation exercise documented incremental improvements in governance measures while noting areas for continued attention (advocacy and community-hosted board engagement).
