Salina commission accepts multiple development easements and a private‑fiber license

The City Commission approved a group of development and right‑of‑way actions at its Nov. 24 meeting.
For the replat of the 9 South Addition (an 8‑lot subdivision east of South 9th Street), staff reported revised access, utility and signage easements and recommended acceptance to allow recording of the final plat; the commission accepted the offered easements and authorized the mayor to sign the plat (vote recorded 4–0 with one commissioner recused due to conflict). Dustin Michaelson (Community and Development Services) explained minor adjustments to reserve alignments, a restored 20‑foot utility corridor and new access easements.
The commission authorized a license agreement allowing Great Plains Manufacturing to install a privately owned, maintained underground fiber optic cable in the East North Street right‑of‑way to connect its campus to a trucking facility; Margie Clamp said the private line would be subordinate to public and franchise utilities, the company would pay installation and maintenance costs, and utilities asked that locates be called before excavation. A company representative said the chosen route avoids a shallow high‑pressure gas line. The license was approved by vote.
Staff also presented two easement dedications from Amazon.com Services LLC for Lot 1, Block 1 of the Airport Industrial Center Number 3 addition: a public drainage easement and a public waterline easement to serve a last‑mile distribution facility at 1851 West Waterwell Road. Lauren Driscoll said the site is under construction and has a temporary certificate of occupancy pending these dedications; the commission accepted both dedications by voice vote.
