Salina adopts Vision 0 traffic‑safety policy, sets target to eliminate fatalities by 2035

The Salina City Commission on Nov. 24 adopted resolution 25‑8321, establishing a Vision 0 policy and directing staff to form a Vision 0 committee to develop an action plan aimed at eliminating traffic fatalities and serious injuries on city streets by 2035.
Ron Marsh, director of public works, said the policy prioritizes speed reduction and roadway infrastructure improvements in corridors with higher crash rates and envisions public participation and reporting to increase accountability. Marsh said the immediate fiscal impact is limited to staff time, but future projects recommended by the committee could carry costs that would require separate commission approval.
Commissioners asked about committee composition, and staff pointed to an appendix designating the city manager (or designee), public works and planning representatives, first responders and community stakeholders; staff said the committee would review capital projects such as the previously discussed roundabout during the design phase. Members of the public supported the initiative but asked staff to consider uncontrolled intersections and to include commercial truck operators among stakeholders.
A motion to adopt the Vision 0 policy passed 5–0.
