Salina adopts 2026–2030 capital improvement plan

The Salina City Commission on Nov. 24 approved resolution 25‑8318 adopting the city’s 2026–2030 Capital Improvement Plan (CIP).
Debbie Pack, the city’s finance director, told the commission staff had prioritized capital purchases and projects for 2026, including downtown wayfinding signs, the Brookwood Trail pedestrian bridge, a traffic signal interconnect on 9th Street and Ohio, culvert design at Northwood and Fairdale, and a comprehensive plan and zoning code update. Pack said staff recommends using cash and various funds for approximately $1,210,000 in 2026 cash projects and outlined $9,400,000 in proposed debt‑financed projects (roundabout design, Magnolia/airport runway repairs, landfill cells/scales, airport water mains) that will be reevaluated and brought back as needed.
Commissioners asked follow‑up questions about the Ohio/Shilling roundabout, and staff said a design RFP and traffic study would be done and would return to the commission for any design contract and additional review; the estimated design cost cited for that element was $300,000. Pack said if any project requires debt financing or exceeds the city manager’s $50,000 spending authority it will come back for commission action.
A motion to adopt the CIP passed by voice vote, 5–0. Adoption allows staff to prepare specifications and solicit bids; individual projects will require separate approvals where financing or manager thresholds apply.
