England School District board reviews finances, approves student transfer and routine business

The England School District board reviewed district finances, heard campus reports and approved routine business during its meeting.

Chair (S1) opened the meeting with a summary of new state guidance on public comments and a financial briefing, saying the district received $162,000 in declining-enrollment funding this year that is not expected next year and that the district has cut about $587,000 from next year's budget in personnel and other areas. "You can't...come in and comment about the students," the Chair said, citing the new public-comments guidance placed in board packets.

The Chair walked trustees through the district's annual statistical report and an Uber-style projection report that estimated roughly $220,000 as a possible year-end fund balance but noted the projection was uncertain and subject to receipts and timing of payroll and foundation funds.

On facilities and equipment, trustees discussed roof repairs, warranty documentation and soffit work on the gym. The board reviewed a repair estimate from Hardgrave Metal Works to replace soffit and damaged metal and agreed staff should consolidate warranty records so vendors can be contacted quickly.

Trustees approved a motion to hire AgTech for tractor repairs after reviewing competing quotes and discussing the possibility that more work might be required once technicians inspect the tractor. Committee member (S2) moved to hire AgTech services; a second was recorded and the motion was advanced for service and inspection.

The board approved an interdistrict transfer of an eighth-grade student from Scott (Pulaski County) into the England School District; Pulaski County had already approved the request and the board recorded the vote as 7-0.

The Chair also announced an appraisal of a district property and recommended keeping the appraisal sealed until sealed bids are solicited, noting that sewer access appeared to increase the parcel's market value. The district will invite sealed bids once the appraisal is complete.

The board read and moved to pass a resolution intended to comply with Act 115 of the 2017 regular legislative session regarding a 20% carryover balance. The resolution authorizes the superintendent and district treasurer to transfer any amount above a $623,000 ending balance in the 2000 fund to the building fund after deducting Category 1 restricted funds.

Several personnel items were handled as part of routine business: the board accepted multiple resignations, and approved pending coaching and extracurricular assignments. A separate lease to place a resource officer with the Longmont County Sheriff's Department was on the agenda; the Chair said the district will approve its portion but the lease requires the sheriff's office to sign on their end before both parties finalize it.

The board completed claims and vendor approvals listed in the packet, including a licensing payment for Microsoft services and a cafeteria production/meal-planning app quote. The meeting proceeded with no contested votes recorded on the items described above.
