Amy Lowell, the town wastewater superintendent, told the committee the state’s 2023 watershed permit regulations require towns to address watersheds that include state-designated nitrogen-sensitive areas either by installing I/A systems on all affected properties or by preparing watershed management plans and applying for watershed permits by 2030.…
