Property owner gets order of conditions to replace decks and consolidate mitigation at 351 Davisville Road

Angela Tanner of Crawford Land Management described a plan for 351 Davisville Road to replace deteriorating rear and front decks, add a small front-deck increase, and consolidate previously required mitigation plantings into a contiguous restoration area. She said some previously planted mitigation had disappeared over time and proposed a larger mitigation zone in the lawn area, plus 3:1 mitigation for two kayak/boat rack areas near the salt marsh.
"The only thing the homeowners are looking to do is these decks… they're pretty unsafe," Tanner said, adding that the mitigation plan consolidates restoration areas and includes understory shrub plantings appropriate for shaded conditions. Contractor Rob Gagat clarified that most framing and footings are sound and that the work primarily replaces decking and railings, with minor new framing only on the small front increase.
Commissioners probed plant selection for shade, the scope of potential Vista corridor pruning, and whether both kayak and boat racks were intended to remain. Staff said site visits would be required before any future tree work and that the kayak/boat rack areas were being mitigated at a 3:1 ratio, combining to about 1,062 square feet of mitigation. The commission voted to issue an order of conditions with the staff-recommended monitoring and site-visit conditions.
