The Torrance City Council directed staff to advance development of a memorandum of understanding (MOU) with the Chinese National Taipei Olympic Committee for facility rentals during the Los Angeles 2028 Olympic period.
Staff described facility usage requests for July 3-31, 2028, including dance studios at the Torrance Cultural Arts Center, auditorium and kitchen facilities at the Ken Miller Recreation Center, and sports courts and a judo studio at the D. Hardison Sports Center at Wilson Park. City staff presented two rental-rate scenarios: an interdepartmental nonprofit total estimated at about $118,071 and a commercial rate totaling roughly $303,903, acknowledging rates for fiscal year 2028-29 may differ.
In council discussion Finance Director Ian Daley provided an estimate of lodging revenue tied to a 50‑room, 23‑night stay the delegation proposed, totalling an estimated $586,003.25 in room revenue and an estimated transient occupancy tax of roughly $64,000, based on current rates and preliminary conversations with Discovery Torrance.
Council directed staff to move forward with an MOU and to apply the nonprofit interdepartmental rental rate as proposed, with staff to return with a finalized MOU and operational details for council review.
