Torrance council forms Community Facilities District 2026‑01 and authorizes special tax proceedings

The Torrance City Council voted to form Community Facilities District (CFD) Number 2026‑01 (public services) and to begin special-tax implementation under the Mello‑Roos act to fund ongoing municipal services for new development.
Finance staff told the council the CFD is intended to mitigate the long-term fiscal impacts new development places on city services and differs from one-time development impact fees by funding ongoing needs such as public safety, park maintenance and storm protection. "The purpose of CFD number 2026‑01 is to mitigate the ongoing fiscal impacts that new development places on city services," Finance staff Sheila Passan told the council.
As part of the proceedings staff sought formation, authorization to levy a special tax, adoption of an annual appropriations limit (set at $10,000,000 adjusted by CPI) and completion of landowner election steps. The city clerk reported the ballots were opened electronically and "there were 4 ballots received, and they all voted in the affirmative." The council then adopted resolutions to establish the district, call a special election and adopt the implementing ordinance summary for publication.
Council members discussed administrative clarifications and procedural amendments to ensure consistency across the ordinance and resolutions; staff said changes were procedural and did not alter the CFD's substantive fiscal impacts. The motion to form the district carried with Council member Gerson absent and Council member Metucci voting no on one recorded vote.
Adoption directs staff to record a notice of special-tax lien and complete formation proceedings. Staff said Vista Homes, a 449‑unit residential project, is the first development eligible to annex into the CFD; future annexations could include industrial or multifamily projects that would either join the CFD, make a lump-sum payment or pursue other financing mechanisms.
