CPC: Peninsula Trails funds can’t be auto-transferred; applicants to refile for fall town meeting

The Community Preservation Committee heard an update on the Peninsula Trails project and the status of leftover CPA funds from a 2020 article.
Freddie said the Community Preservation Coalition and town council advised that money appropriated for a specific CPA article cannot simply be used to pay bills for a later phase without formal action. "He said it's really not a CPA article. It's up to it's a really a question for town council," Freddie reported, explaining the recommended path is to close the original account as finished and submit a new application or warrant article describing how the supplemental or new funds will be used.
Because the 2024 project (a boardwalk and footbridge) cannot be completed with the existing funds as-is, the trails committee (Kat) will prepare an application for fall town meeting, either as a supplemental article or a fully scoped replacement request. Freddie said similar approaches have been used on other multi-phase projects (including irrigation work at the golf course) and recommended documentation showing why original work was not completed.
The CPC agreed the trails committee should develop a full scope and funding request for fall town meeting rather than attempt a direct transfer.
