Southborough CPC reviews draft FY27 CPA budget, plans Feb. 26 Zoom to finalize warrant articles

The Town of Southborough Community Preservation Committee on Feb. 19 reviewed its draft fiscal year 2027 Community Preservation Act (CPA) budget and agreed to reconvene by Zoom on Feb. 26 to complete edits and take votes.
Freddie, who led the budget presentation, said the committee should use a working estimate of 14% for the state distribution and a 4.5% assumed increase in the property tax base to calculate surcharge receipts. "So what happened is we're going for now with a 14%," he said, explaining that the Department of Revenue will provide more definitive numbers later.
The draft ties the surcharge (a percentage of billed taxes) and the projected state distribution to last year’s billed "build-out" and the committee's estimate of tax growth. Freddie cautioned that bond and short-term note obligations — including a note tied to the Southborough townhouse project — reduce funds available for new projects and that spreadsheet rounding can change dollar totals by a dollar or two.
Members flagged textual errors in the warrant drafts, especially incorrect fiscal years and a small rounding discrepancy between sheets. Claire said the budget "was very difficult to follow because the, budget was not shown," and asked that the committee display source spreadsheets so reviewers and the public can follow the figures. Freddie agreed to correct dates and rounding issues and produce a clean draft for final review.
Because several committee members wanted time to confirm minor corrections, the committee agreed it could approve the articles with edits pending and asked Freddie to finalize changes; Lisa will review the updated copy before submission to the town administrator. The committee set a short Zoom for Feb. 26 at 7 p.m. and scheduled the next in-person meeting for March 12 at 7 p.m.
