Public works sets road-vacation hearing, approves fuel contract low bidder and seeks consultant agreements

Public works staff told Cowlitz County commissioners they will set a hearing to consider vacating a portion of Todaf Road at the Port of Kalama and outlined several procurement items and consultant agreements headed to the consent calendar.
Staff set a hearing for March 17 at 9:30 a.m. to consider the Port of Kalama’s request to vacate roughly 415 feet at the end of Todaf Road and said the road segment is flanked by Port property. A bid opening was announced for the Camelot loss replacement project, scheduled for March 23 at 1:30 p.m. in the public-works office.
On contracts, staff recommended execution of a countywide fuel contract with Wilcox and Flegel as the low bidder at $758,000 for the year; the contract includes a locally specific fuel-price index to adjust for moving fuel costs. Public works staff also presented a local agency consultant agreement with Apex Companies LLC for as-needed civil engineering services, a not-to-exceed $300,000 agreement that would replace existing agreements and expire Dec. 31, 2028. Staff said these consultant agreements will be used for smaller locally funded projects and emergency response needs.
Staff also referenced statutory procurement steps for day-labor work over $10,000 (RCW 36.77.070) and provided a final cost report for a Primrose Road chip-seal conversion, showing a total cost of $26,645.92 per reporting requirements. Commissioners were told there are no motion items for final action tomorrow on these specific public-works items but that contract execution and bid results will proceed on the consent calendar.
