Facilities project 70% complete; board clears filling two budgeted road positions

Savannah Clement, public services, told the board the county facilities project is about 70% complete and described a major series of moves that will return the PA’s office, judges, district court clerks and records to their permanent locations. Clement said moves begin midweek next week, many departments should be back by April, and the project’s substantial completion is targeted for mid-May.
Clement also asked for permission to fill two already-budgeted vacancies — an ASE (non-ASE) mechanic and an Operator 1 at the Rhodes/Longview shop — saying these hires would not increase the budget. She noted staffing is lean in some crews (about eight crew members at the Longview location) and that being down one or two positions “really sets us back” for fleet maintenance and response. Clement said she had consulted the finance director and, when she asked the board if she could proceed with posting the positions, no members voiced opposition.
Board questions focused on certification tiers for mechanics and pay levels; Clement explained the ASE progression (entry-level, ASE-certified, heavy-equipment ASE) and that advancement requires meeting certification and job qualifications. Clement said she would move forward with posting the positions and follow the typical hiring and certification process.
