Cowlitz County will investigate safety fixes at Witherby and Rose Valley Road after resident complaints

Susan Eugenis, the county engineer, told the board she had received three emailed requests from residents about the intersection of Witherby and Rose Valley Road and described limited sight distance looking east from Witherby because of a bluff. She said a recent speed study showed the 85th-percentile speed at about 45 mph despite the posted 40-mph limit.
Eugenis said there is no notable crash history at the location but that visibility is poor and she proposed staff investigate engineering options. She described solar-powered activated-warning signs that would flash “vehicles entering” for motorists on Rose Valley Road and a detection sign to warn drivers on Witherby. Eugenis said detection could be accomplished with pavement loops or radar, and she would explore the “pluses and minuses” and spacing and cost estimates.
Unidentified Speaker 3 responded “Good to go,” and Eugenis said she would pursue the investigation and bring engineering recommendations and cost estimates back to the board. No formal vote was recorded; staff were directed to study the site and return with options.
