Javier Gonzalez Jr., owner of Budget Tires, told the commission he acquired a building at 102 and 106 11th Avenue North and intends to operate an affordable tire sales and light auto‑repair shop similar to his other location.
Associate Planner Damien Snodgrass said the site is in the BC Community Business zone and requires a conditional use permit for automobile/truck repair. Staff identified required site improvements (striped parking, landscape buffers, fencing for exterior tire storage), noted a pending review by the Idaho Transportation Department (ITD) regarding access on 11th Avenue, and relayed Nampa Fire District comments outlining fire‑mitigation requirements for exterior tire storage.
Commissioners asked whether ITD would limit access to one approach or require an exit‑only condition; staff said ITD controls access on 11th Avenue and could require changes during the building‑permit review. Commissioners discussed circulation alternatives (alley access, routing around the block) and expressed concern about potential customer inconvenience if an approach is removed.
A local resident, Christie Butler, spoke in support and said similar access issues exist at the applicant’s existing location. Commissioner Morgan moved and Commissioner Kehoe seconded to approve the CUP with the recommended conditions and findings. The motion carried. Staff reminded the applicant that the CUP is granted only to the current owner and location, that the CUP becomes effective 15 calendar days after written decision unless appealed, and that the owner must complete required building permits and comply with fire and engineering conditions prior to issuance of a certificate of occupancy.
