Rossville Con School District board approves personnel and policy updates and acknowledges teacher-pay shortfall

The Rossville Con School District board on Nov. (date as recorded in the meeting) approved routine business including minutes, payroll and several personnel and policy changes, and publicly acknowledged the district did not meet the state threshold for teacher compensation.
Staff member reported the resignation of Brenda Loveless as a secondary math teacher, effective immediately, and recommended filling the vacancy with Amy Shune, with a prorated 2025 salary of $52,000 and a start date of Nov. 3, 2025. The board also approved substitute-teacher appointments (including Brooklyn Morris) and a slate of coaching and extracurricular assignments, as presented from the agenda. Committee member moved to approve the personnel items; the motion passed by voice vote.
"We did not. We were at 60.47," the staff member said when reporting the required teacher-compensation calculation and the need for public disclosure. The staff member explained that Indiana statute requires school corporations to spend at least 62% of the actual state tuition support on teacher compensation and that, according to the staff presentation, adding certain excluded positions back into the calculation would bring the district into compliance. Because the district did not meet the 62% threshold as presented at the meeting, staff said the district will post the required acknowledgement on the district website within 30 days.
Staff member also listed several donations earmarked for extracurricular programs and departments (amounts as recorded in the meeting). The board opened a advertised public hearing on an additional appropriation to the 2025 education fund and invited testimony; no members of the public spoke and the hearing was closed. Committee member moved to approve the financial items, including acceptance of donations; the board approved the motion by voice vote.
On policy matters, staff said they had worked with Julie Slavens of the Indiana School Boards Association to prepare updates and new language for first reading, including changes transcribed in the meeting as Section 30 30 (described in the agenda), Section 30 43 22 on habitual truancy, a new 45 40 equal-access policy for non-school-sponsored groups, and revisions to sections 61 20 and 61 30 addressing material loss/theft and collection/forgiveness of debt. Committee member moved to approve the policy items as presented for first reading; the motion carried by voice vote.

The board adjourned and announced its next regular meeting is scheduled for Tuesday, Dec. 2 at 7 p.m. in the library.
