Prairie Heights board approves year-end transfers, appoints library representative and adopts ISBA policy 1200

The Prairie Heights Community School Corporation board unanimously approved a set of year-end financial resolutions, appointed a joint representative to the LaGrange County Library Board and adopted an administrative policy change at its meeting.
Staff member (Speaker 3) told trustees the board would authorize transfers of appropriations within funds to prevent negative balances and consider a transfer to the rainy day (reserve) fund. "We don't know what that model will mean yet, but we can do up to 10% of our total budget, which is around 2,300,000.0," the staff member said, and pledged to present final figures in January. The board approved the resolution to allow intra-fund transfers and the transfer into the rainy day fund; each motion carried 5–0.
The board also approved a transfer of $800,000 from the education fund to the operations fund. "So I would like to transfer 800,000 from education to operations. We are allowed to do 15% of total education fund revenue. This will put us right around 10% and it will help to bring our cash balance down to our target of that 12 to 15%," the staff member said. Trustees voted 5–0 to authorize the transfer.
On personnel and appointments, trustees approved recommended hires and volunteers listed in the meeting packet and confirmed the appointment of Shannon Chavez as Prairie Heights' joint representative to the LaGrange County Library Board with the Westview district. Speaker 5 outlined that a prior nominee did not live in the Westview district and that the chosen candidate would represent both districts; the appointment was approved 5–0.
The board took up ISBA policy 1200 to revise language about the timing of the annual reorganization meeting. Speaker 5 said the change removes the requirement to hold the meeting within the first 15 days of January and instead allows it "within the month of January," enabling reorganization to occur during a regularly scheduled January meeting. Trustees approved the first reading, suspended the rules to allow a second reading and adopted the policy in the same meeting, each action passing 5–0.
Next steps: staff will provide final budget transfer figures in January as promised, and the adopted policy change will be reflected in the district's policy manual.
