PHM board opens first reading of policy revisions to align with recent Indiana law changes

Rogers said the changes are intended to align district policy with several recent changes in Indiana law and administrative guidance. Highlights included technical corrections allowing certain consent‑agenda approvals (bylaw 0166.1), updates to executive‑session language to reflect revisions in Indiana code (bylaw 0167.2), changes to mandatory curriculum language connected to recent legislation (policy 22.21), and revisions to attendance‑related policies to adopt new definitions for chronically absent (missing 10% of the school year) and habitually truant (10 unexcused days).
Rogers also described changes to student assessment policies that reflect updated testing provisions and interventions, and revisions to the district’s anti‑harassment policy to remove the phrase listed as "gender status, [*****] orientation, and or gender identity" and to correct Office for Civil Rights contact details. The bullying policy revision shortens the reporting timeframe to before the end of the next instructional day and requires reasonable attempts to notify parents of both targeted students and alleged perpetrators.
Rogers noted that policy 2700 (annual performance report) is being rescinded because the Indiana Department of Education now handles that reporting. He said all revised policies will return for board action at the Oct. 6, 2025 meeting.
The board asked no substantive amendments during the first reading; the item will return for a vote at the next scheduled meeting.
