Winslow board takes first read of substitute-pay policy and waives the second reading

The Winslow Schools board on Aug. 26 completed a first reading of policy GCBB, which standardizes substitute pay rates across neighboring districts and addresses substitute classifications (substitute teachers, educational technicians with/without four-year degrees and substitute nurses).
An administrator explained the rationale: the three districts (Winslow, Waterville and Vassalboro) use many of the same substitutes and aligning rates helps avoid creating competition among districts for coverage. She also noted that a state statute sets a minimum substitute pay of $40 per day but that the districts’ agreed rates exceed that statutory minimum.
Because school begins immediately, a board member moved to waive the second reading and adopt the policy so substitute hires are covered from the start of the year; the motion was seconded and the waiver passed unanimously.
The board said it will continue to coordinate rates with neighboring districts and will revisit the policy if needed.
Next steps: staff will implement the revised substitute-pay schedule and monitor coverage through the start of the school year.
