As‑built amendment for Barthway (former Nasson dorm) tabled after board flags fire‑apparatus turning concerns

SANFORD, Maine — The Sanford Planning Board on Dec. 17 tabled an as‑built site‑plan amendment for the converted Nasson dormitory campus (Barthway) after staff and the fire chief expressed concern that some constructed road and driveway geometries may not accommodate emergency apparatus under full‑occupancy conditions.

Travis Latellier, representing the developer, said the amendments reflect changes made during construction — chiefly pedestrian access revisions and minor curb/driveway narrowing — and proposed adding a storage building for snow‑removal equipment. Latellier apologized for using the wrong turning template on some submitted diagrams and told the board he would supply corrected turning diagrams and updated plans.

Planning staff emphasized the fire chief’s concern that verification of turning templates under fully occupied conditions is non‑negotiable. Staff also asked the applicant to submit clean plan sets that remove obsolete or grayed‑out features (for example, stairs shown as existing but removed) and to address a handful of remaining site‑memo comments before the board will act.

After discussion the board voted 6‑0 to table the as‑built amendment and asked the applicant to provide verified fire‑truck turning templates, updated plan sheets and responses to outstanding memos before returning.

What happens next: The applicant will revise and resubmit the as‑built plans with verified turning templates and corrections requested by staff. The board signaled the turning‑template verification is required for any approval to move forward.
