Planning board approves reduced‑footprint amendment for Mausen River Solar after finding reduced environmental impacts

SANFORD, Maine — The Sanford Planning Board unanimously approved a major site‑plan amendment Dec. 17 that reduces the footprint of the Mausen River Solar project after the applicant said improvements in panel technology allowed tighter layouts and avoided sensitive wetland areas.

Dave Brennaman, a land‑use consultant for Flycatcher representing Walden Renewables, said optimizations during construction reduced the project’s permitted limit of disturbance by about 1.4 acres and reduced the fenced area by nearly 3 acres. He told the board the redesign also removed an array segment that would have crossed a forested wetland, decreasing environmental impact by roughly half an acre. Impervious area (roads and equipment pads) was reduced from a little more than 2.5 acres to just under 2.5 acres, Brennaman said.

"As construction progressed and final equipment was specified, we were able to fit the system into a smaller, more efficient footprint," Brennaman said.

Staff and the city engineer reviewed submitted stormwater analyses and found no material changes to runoff or the stormwater design; the engineer confirmed the as‑built stormwater calculations indicated no significant change to stormwater performance. The board moved through required findings mapped to chapter 280‑16‑7 of the zoning ordinance and voted to approve the amendment subject to standard conditions (outside‑agency approvals, performance guarantees and plan alteration procedures). Each grouped finding passed on 6‑0 votes.

What happens next: The applicant will finalize outside‑agency approvals per conditions of approval and implement the revised construction footprint under the amended site plan.
