Staff said the district folded administrative guidelines and neighbor agreements into a single document negotiated with the Friends of Orono and affected property owners. The agreement limits use, places control of the lights in staff hands through a lockbox, and includes a neighbor point of contact for complaints. Staff said the agreement allows up to seven additional non-game days per year of lights use for unanticipated events and that ordinary use would primarily support winter sports when daylight is limited.
"Frankly, without this agreement, I don't think we've moved forward," the presenter said during the discussion, and the board moved to authorize the superintendent to sign the agreements. The motion was seconded and recorded as passing 4 in favor, 0 opposed, 1 abstention.
Board members discussed enforcement options if agreements were violated; staff said neighbors' recourse would likely be the town code-enforcement process or civil remedies.
Next steps: the superintendent was authorized to execute the neighbor agreements and staff will bring the project forward to the planning board as appropriate.
