South St. Paul board approves 2025 benefit rates, VEBA change, teacher contracts and vaccination agreement

The South St. Paul Public School Dist. board approved a slate of administrative items at its Aug. 26 meeting, including maintaining current 2025 health and dental rates, changing a voluntary benefits trust partner, granting additional continuing-teacher contracts, accepting community donations and authorizing school-hosted vaccination clinics.
Administration recommended no change to the district's 2025 health and dental rates after reviewing claims history and the need to maintain a reserve for claims, Joel Miltier told the board. "Administration recommends no change in the rates," he said. The board approved the recommendation by voice vote.
Board members also approved a recommended change in the district's voluntary employee beneficiary association (VEBA) trust partner after the district's previous partner terminated one of its trusts. Administration said the vendor Maturity terminated the BPAS trust and recommended transferring members to the Matrix trust; the board approved adopting the Matrix HRA/VEBA plan going forward.
The board granted continuing-contract status to a set of probationary teachers identified during the district's annual staffing review. Administration said these are additional teachers beyond those approved in May; the board approved the continuations by voice vote.
The board accepted a $2,500 donation from the South St. Paul Lions Club delivered through community education to the district's gymnastics program, and the board thanked the Lions for ongoing support.
For public health access, the board approved a joint powers agreement with Dakota County and Special School District No. 6 to permit county-run vaccination clinics on school sites. "We are asking for your approval of a joint powers agreement that would allow us to be able to host vaccination clinics at our school sites, that would be facilitated by Dakota County," Candace Burke said during discussion; the board approved the agreement by voice vote.
Most items were presented by administration and carried on voice votes; meeting minutes and the public record show the motions passed and the chair declared the motions carried. The board did not record individual roll-call tallies for these approvals in the meeting transcript.
The meeting adjourned at 6:54 p.m.
