Superintendent: Title fund delays and staffing pressures prompt election request; community ed reports rising participation

Superintendent Dr. Bridal Hoover told the board that while most Title I funding remains intact, some federal Title disbursements have been delayed and are affecting roughly $15,000–$20,000 of district revenue. She said the district continues to manage summer staffing changes and is negotiating with the teachers’ bargaining group; administration reported several tentative agreements on language items and expects financial talks to continue in August.
Dr. Bridal Hoover also reviewed summer programs and instructional planning, saying the district is preparing for the new literacy curriculum and that summer programming and Kinder Camp preparations are underway.
Melissa Joseph, community education director, reported program and enrollment data: the district offered about 314 program enrollments across adult and youth offerings; the Galaxy program had roughly 150 kids participating this summer and about 165 contracted through the school year, and early-learning programs reported about 97 preschool enrollments last year with 88 enrolled so far for the coming year. Joseph said the district faced two preschool teacher resignations but filled one vacancy internally and is recruiting to fill the remaining opening.
The board also presented the 'Rocket Spotlight' award to Shannon Sand for extensive volunteer service across schools, noting nominations that described hours spent supporting classroom activities, events and a local levy campaign.
Next steps: administration will continue negotiations with Education Minnesota-Rockford and return to the board with finance details in August; recruitment efforts for remaining preschool staffing needs will continue over the summer.
